What You'll Do

Reporting to the Treasurer, the Director, Treasury is responsible for the operations of the Treasury department. OCC’s corporate treasury needs include corporate liquidity, investment management, and risk management related to the corporation’s financial activities. This position will also ensure that cash management strategies are implemented that support strategic initiatives, allow for flexibility in day-to-day operations, and ensure regulatory compliance.

Primary Duties and Responsibilities:

To perform this job successfully, an individual must be able to perform each primary duty satisfactorily.

  • Oversee the operations of the Treasury department, including the design of an organizational structure adequate for achieving the departments’ goals and objectives

  • Forecast cash flow positions and available funds for daily and monthly cash flow needs

  • Ensure that sufficient funds are available to meet ongoing operational, capital investment, and regulatory capital requirements

  • Work with Enterprise Risk, Compliance, and Internal Audit to enhance the risk and control environment and provide business leadership to control initiatives

  • Monitor the overall effectiveness, quality of work product and service levels provided by vendors utilized by the Treasury department

  • Establish effective cross-functional relationships with other areas to remediate any internal or external audit findings that impact the Treasury department

  • Ensure that adequate and cost-effective liquidity facilities are in place and operate effectively

  • Maintain a strong working relationship with the credit rating agency. Plan and participate in semi-annual and annual review

  • Invest funds in accordance with risk tolerances and approved investment guidelines

  • Advise management on the liquidity aspects of its short- and long-range planning

  • Oversee the preparation of management reporting documents for presentation to Treasurer, CFO, OCEO, Board of Directors, and other stakeholders

  • Establish departmental goals and drive improvements in efficiency and effectiveness

  • Coach and mentor direct and indirect reports, provide continual feedback and recognition

  • Review and evaluate the work of staff, prepare performance reviews

  • Participate in decisions on human resources actions (hiring, promotions, terminations, etc.)

  • Lead month-end, quarter-end, and year-end cash management related closing activities for the Treasury department

  • Recommend target balances, process improvements, and alternative transaction types to reduce bank fees and improve efficiency

  • Develop strong working relationships with OCC staff members and banking partners

  • Collaborate with team members and cross-functional groups within OCC to prioritize, organize, and accomplish department goals

  • Ensure compliance with key treasury controls and maintain departmental process, control, and policy documents. Identify inefficiencies and implement process improvements. Lead automation initiatives and subsequent management of automation process

  • Provide leadership and support on all Treasury-related audit and compliance related requests and inquiries

  • Manage the quarterly management self-testing process

  • Manage all bank account documentation, including authorized employee list for each bank account. Coordinate desired changes to banking services with banks and internal department

  • Support negotiation and documentation of various treasury agreements (e.g., cash management, reverse repo, etc.)

  • Act as liaison between OCC and designated settlement banks, deposit banks, and investment counterparties. Provide feedback when appropriate

  • Review bank and investment counterparty operational performance and lead monthly and annual bank counterparty performance reviews

  • Manage the corporate insurance and risk management program including development and update of exposure worksheets, invoice tracking and preparation for approval with appropriate accounting allocation, maintain copies of binders, invoices, policies, and endorsements upon receipt from broker, claims, certificates of insurance, coordination with insurance broker, and administrative and analytical support during annual insurance renewal

  • Manage liquidity facility activities including test draws and related monitoring and documentation relative to policies and procedures

  • Lead the renewal of liquidity facilities including development and update of related presentations to bank participants and management

  • Lead the budgeting and forecasting process for Treasury

  • Manage capital planning and liquidity forecasting processes and activities

  • Lead special projects in relation to the Treasury function

  • Provide back-up for cash desk responsibilities:

    • Review and verify current and prior day bank cash and investment balances to ledger balances

    • Review and verify collateral received from investment counterparties

    • Review and approve trades

    • Review and verify reconciliation of cash and investment balances

    • Review and approve wires, ACH’s, account transfers, checks, and other funding activities

    • Work with Accounting to ensure transactions are recorded on the general ledger

  • Perform other duties as assigned

Education and/or Experience:

  • [Required] Bachelor's degree in finance, accounting and/or economics

  • [Required] 10+ years of progressively responsible treasury experience, including a thorough understanding of investments, bank account management, liquidity planning

  • [Preferred] M.B.A. or other advanced degree in finance, economics, statistics, or similar fields

  • [Required] Leadership and management experience required including training, coaching, mentoring, monitoring, and providing feedback to direct/indirect reports and participating in recruiting and selection decisions
