Brian P. Donnelly

Brian Donnelly is Chairman of RQD Holdings, the parent company of RQD* Clearing LLC, and Chairman and Chief Executive Officer of Optimal Market Technologies. He has more than 30 years of experience in the listed derivatives industry, with expertise in options markets, clearing, execution, market structure, and risk management.

Mr. Donnelly founded Volant Trading in 2006 and has served as its Chief Executive Officer since its inception. The firm has operated as an options market maker in both the United States and Asia and continues its market-making activities in Asia. He later founded RQD* Clearing and co-founded Optimal Market Technologies, where he focuses on advancing clearing, execution, and market structure for the listed options markets. Throughout his career, he has contributed to industry initiatives involving options market structure, clearing, and financial market infrastructure.

Earlier in his career, Mr. Donnelly held positions at Goldman Sachs and UBS after beginning his career at Hull Trading Company. He previously served on the Board of Directors of the International Securities Exchange (ISE).

Mr. Donnelly holds a Bachelor of Arts in Economics from Denison University and completed the Owner/President Management program at Harvard Business School.

Mr. Donnelly is a Member Director on OCC’s Board of Directors.
